Does the Ahmadiyya Jamat Receive Government Money in Canada? What Public Records Show (2016–2026)

A fact-based look at federal grants, wage subsidies and charity filings, and what they do and do not prove.

Quick summary

  • Public records show that Ahmadiyya Jamat Canada's central registered entity, Humanity First Canada, and Ahmadiyya Abode of Peace Inc. have received money through Government of Canada programs.
  • The most frequently identified program is Canada Summer Jobs, a wage subsidy for youth employment that is open to many types of eligible employers.
  • Humanity First also received two New Horizons for Seniors grants of $25,000 each (2020 and 2021).
  • The records do not show that this money was given for religious doctrine or proselytization. They show participation in ordinary government programs.
  • No single ten-year grand total can be responsibly stated from the data found so far. Federal, provincial and municipal records are kept in different places, and tax exemptions are not cash payments.

Why this topic matters

Many people, inside and outside the community, have asked a simple question: does public money go to Ahmadiyya organizations in Western countries? The question often comes up in discussions about chanda, because the Jamat collects a large number of contributions from its own members. Readers naturally want to know how much comes from members and how much, if any, comes from governments.
This Same Question was recently asked to a representative of Jamat and see what he did:

This article does not answer that question with opinion. It lays out what can be found in public records, shows where the numbers come from, and explains how you can check them yourself. We also explain what these numbers cannot tell us.

How Chanda System Works withing Ahmadiyya Community?

1. The central registered entity: federal grants and contributions

The following entries were identified in the Government of Canada's Grants and Contributions records. Several agreements can exist in the same year and the same electoral district, so this table is not presented as a complete ten-year list.

Year Program Location / riding Amount
2017 Canada Summer Jobs Calgary $34,927
2021 Canada Summer Jobs Scarborough–Rouge Park $22,545
2023 Canada Summer Jobs Agreement covering multiple locations $90,759

2025 Canada Summer Jobs King–Vaughan $11,126
2025 Canada Summer Jobs Humber River–Black Creek $5,563

2025 Canada Summer Jobs Barrie–Innisfil $11,126
2025 Canada Summer Jobs Scarborough–Rouge Park $16,689
2025 Canada Summer Jobs Hamilton Mountain $16,688
2025 Canada Summer Jobs Windsor West $5,563
2025 Canada Summer Jobs Hamilton East–Stoney Creek $11,126

Yearly subtotals of the entries listed above (for 2024 and 2025 only):

  • 2024: $104,197 across four entries
  • 2025: $168,473 across ten entries

We give subtotals only for those two years. The 2023 row labelled "multiple locations" may overlap with the individual 2023 riding entry, so we do not add them together.

A record you can open yourself

One of the federal records, reference number 141-2023-2024-Q3-06226, lists:

  • Recipient: the central Jamat entity (registered in Maple, Ontario)
  • Value: $90,759
  • Dates: April 24, 2023 to September 2, 2023
  • Agreement type: Contribution
  • Program: Youth – Canada Summer Jobs
  • Recipient type: Not-for-profit organization or charity

The program's own stated purpose is to provide wage subsidies so employers can create summer jobs for young people.

2. What the CRA filings show

Charities in Canada file an annual T3010 return with the Canada Revenue Agency. Its revenue section reports how much of a charity's income came from governments. Based on the filings that were reviewed, the central entity reported roughly:

Fiscal year Reported government funding
2023 about $195,000
2024 about $285,000
2025 about $207,000

Important: these are annual aggregate figures. They may already include the individual grants in the table above, so the two sets of numbers must not be added together. Fiscal years also don't line up exactly with the program years, which is why the totals differ.

3. Humanity First Canada

Humanity First is described by the Jamat as a partner charity, so it is included here as a documented related organization.

Year Program Project / riding Amount
2020 New Horizons for Seniors Seniors First: Health and Inclusion $25,000
2021 New Horizons for Seniors Seniors First: Health and Inclusion $25,000
2022 Canada Summer Jobs Thornhill $24,200
2025 Canada Summer Jobs Thornhill $5,563

The four directly identified entries add up to $79,763.

The 2021 record (reference 141-2021-2022-Q1-00093) lists the recipient as Humanity First, a $25,000 grant running March 29, 2021 to March 28, 2022, in Vaughan, Ontario. The New Horizons for Seniors program supports projects that promote volunteering, mentoring, social inclusion and awareness of elder abuse among seniors.

CRA-based figures for government funding reported by Humanity First:

Fiscal year Reported government funding
2021 about $65,000
2022 about $198,000
2023 about $55,000

These three years total about $318,000. As above, they are kept separate because they may overlap with the individual agreements.

4. Ahmadiyya Abode of Peace Inc.

Year Program Riding Amount
2021 Canada Summer Jobs Humber River–Black Creek $15,960
2022 Canada Summer Jobs Humber River–Black Creek $16,800
2023 Canada Summer Jobs Humber River–Black Creek $10,024
2024 Canada Summer Jobs Humber River–Black Creek $5,353

Total of these four directly identified entries: $48,137.

5. The auxiliaries: Khuddam, Lajna and Ansarullah

The research behind this article did not find enough separate federal grant agreements for these three groups to state a reliable government-funding total. So we assign them no unverified amount.

Money that moves from the central entity to these groups is a charity-to-charity transfer, not government funding. For context, previously reviewed charity-ledger data reported these transfers in 2024:

  • To Majlis Khuddamul Ahmadiyya Canada: $755,521
  • To Majlis Ansarullah Canada: $468,472
  • To Lajna Ima'illah Canada: $438,091

These figures are excluded from every government-funding number in this article.

What counts as government funding, and what doesn't

Category How we treat it
Federal, provincial or municipal grant or contribution Government funding, when a government record supports it
Canada Summer Jobs wage subsidy A government contribution toward youth wages; not automatically funding for religious activity
Property-tax exemption Tax relief, not a cash payment; kept separate
Transfer from the central entity to Humanity First or an auxiliary Charity-to-charity transfer; not government funding
Annual T3010 government-funding figure Aggregate number; not added to individual grants

A religious organization (what they tell people) with a large membership and its own system of contributions is also drawing on public programs (by registering under multiple names as charity organization) , and the public deserves to see the full picture, including property-tax relief and provincial and municipal sources.

What we still don't know

  • A true ten-year total. A definitive figure would need a legal-name and business-number audit across federal, provincial and municipal databases.
  • Provincial and municipal grants. These records are decentralized and were not fully searched.
  • Property-tax exemptions. These are an economic benefit, but they are not payments, and amounts depend on each municipality.
  • Years before 2017 and any gaps in between. Absence from the list does not mean absence of funding.

If you have a record that is missing from this article, please send it to us. We will check it and update the post.

How to check these numbers yourself

  1. Open the federal database. Search the Government of Canada's Grants and Contributions search for the organization's legal name. For the central entity, the registered name begins "Ahmadiyya Muslim Jama'at Canada". Use that exact spelling to find records.
  2. Use the business number. The 2023 federal record lists a payroll-account business number for the central entity (113891717RP1717), and the Humanity First 2021 record lists 872541040RR0001. Charity registration numbers end in "RR". To match a federal grant to a charity's CRA return, confirm the charity's own RR number on the CRA List of Charities.
  3. Pull the T3010. On the CRA's charity listings, open the organization's annual return and read the revenue section on government funding.
  4. Compare years. Match each grant's date to the charity's fiscal year before comparing totals.
  5. Don't add aggregate and individual numbers. This is the most common mistake and it creates double counting.

Frequently asked questions

Does the Jamat receive government money in Canada? Yes. Public records show federal contributions and grants to the central entity, Humanity First and Ahmadiyya Abode of Peace Inc. between 2017 and 2025.

What is Canada Summer Jobs? It is a federal program that gives wage subsidies to employers, including non-profits, public-sector employers and private businesses, so they can hire young people for summer work.

Was this money used for religious activities? The records show the programs it came through. They do not establish that any of it was paid for religious doctrine or proselytization.

Is the total over ten years known? No. We deliberately avoid a grand total because the data streams overlap and are incomplete.

Is this the same as chanda? No. Chanda comes from members' own contributions. Government funding is a separate stream, and that is exactly why the two should be kept apart when discussing finances.

Conclusion

The available records establish that the central Ahmadiyya Jamat entity in Canada, Humanity First Canada and Ahmadiyya Abode of Peace Inc. received funding through government programs, with Canada Summer Jobs the most frequent and New Horizons for Seniors also appearing for Humanity First.

Its interesting to look at this side of Ahmadiyya and understand how and what they do for collecting money, and that to their people they tell "We are a Religious Organization" but the official records Register them as "Charity"

THE BIG QUESTION

A Religious organization (on face of it) registered as "Charity", collects money from its members, there is a "Chanda" for almost everything. Ahmadis pay for everything The "Jamat" does, from Jalsa Gatherings to Sewer system. But when it comes to helping those Ahmadis, Jamat is also asking Governments for Money?

SO WHERE DOES ALL OF IT GO?

I mean be honest here, have you ever seen Jamat helping a poor jobless Ahmadi? They are always asking them to pay chanda on time. And if someone doesn't pay, you know what they do, read this article.
